Voet was born in Antwerp but moved to Rome as a young child, where he resided until about 1670. Later he travelled around Italy, achieving notable success in Turin and eventually made his way to Paris where he was patronised by the French Court.

Voet's reputation rests upon his accomplishments as a portrait painter. His most successful paintings are often of women and children on a small and intimate scale. Voet died in Paris in 1700.
Museums where examples of his work may be found include: Berlin, Budapest and Florence.
